SEIDOR selected for the European Commission's DIGIT-TM III digital services framework

  • The technology consultancy has been selected as part of a consortium led by European Dynamics, continuing its long-standing involvement in large-scale European public-sector technology projects, including the previous DIGIT-TM and DIGIT-TM II frameworks.
  • The four-year framework will give the European Commission and participating EU institutions, bodies and agencies access to external expertise across the full digital solution lifecycle.
  • SEIDOR is preparing for future assignments by expanding its network of experienced consultants, specialist partners and technology teams.

Barcelona, July 30, 2026. Technology consultancy SEIDOR has been selected for DIGIT-TM III as part of a consortium led by European Dynamics, an international technology company specialising in digital solutions and services for public administrations and European institutions.

The European Commission framework will provide the Commission and participating EU institutions, bodies and agencies with external technology expertise for the development, operation and continuous improvement of digital solutions.

SEIDOR's selection for DIGIT-TM III builds on its long-standing involvement in major European public-sector technology projects. Having participated in the previous DIGIT-TM and DIGIT-TM II frameworks, SEIDOR's participation in DIGIT-TM III is a natural continuation of its established experience and contribution within the European Institutions ecosystem.

The selection further strengthens SEIDOR's position in the European public-sector technology market and creates new opportunities to contribute to secure, scalable, reliable and high-impact digital services over the next four years.

Technology expertise across the full digital lifecycle

DIGIT-TM III is managed by DIGIT, the European Commission's Directorate-General for Digital Services. It is the third generation of the Commission's time-and-means framework for obtaining external IT consultancy services.

The framework covers the full lifecycle of a digital solution, including analysis and definition, architecture and design, software development and integration, testing, transition and deployment, operations, maintenance, user support, data management and continuous improvement.

DIGIT-TM III will run for 48 months and has a maximum aggregate value of €3.97 billion across three lots, organised according to delivery model and location. It is a multi-contractor framework with reopening of competition for specific service requests. Inclusion in the framework therefore gives selected contractors access to future opportunities, while individual assignments are awarded subsequently.

The duration, maximum aggregate value and three lots refer to DIGIT-TM III as a whole. They do not represent revenue or projects allocated to SEIDOR or to any individual contractor.

International delivery capacity and established European experience

As a member of the consortium led by European Dynamics, SEIDOR will be able to contribute its international delivery capacity and technology expertise when future service requests are launched.

SEIDOR will bring its full capabilities to future assignments under the framework, drawing on a global team of more than 10,000 professionals across 45 countries and over four decades of experience delivering complex technology projects.

Joan Vila Baltà, Director for the Benelux and European Institutions at SEIDOR, said: "Being selected for DIGIT-TM III strengthens our ability to support European institutions in complex, long-term digital projects. SEIDOR will bring international delivery capabilities, technology expertise and specialist talent to the consortium and is already preparing the teams and partnerships needed to respond to future service requests."

Preparing for future assignments

In preparation for future delivery under the framework, SEIDOR is looking to connect with experienced consultants, specialist partners and high-performing technology teams in the following areas:

  • Software engineering and solution architecture
  • Cloud and infrastructure
  • Data, artificial intelligence and analytics
  • Cybersecurity
  • DevOps, testing and quality assurance
  • Business and functional analysis
  • Project, programme and service management
  • Digital workplace and user support

SEIDOR welcomes expressions of interest from professionals and organisations already familiar with the EU Institutions environment, as well as from technology specialists across Europe and beyond. Specific roles, locations, eligibility conditions and contractual requirements will depend on each future assignment.

Professionals, specialist partners and technology teams interested in future opportunities can contact the SEIDOR EU Institutions team at [email protected].
